Waiver wire will allow you to pick up players without dropped anyone to max your roster out. But the first waiver period won’t take place until after the cutdown to 20. So it won’t matter.

Your max roster is 24. If you have draft picks past that you either have to drop a player prior to the pick or the pick will be skipped.
