Samuel was heathy for the second straight season and topped 60 receptions for the second consecutive year. He got his weekly catches and produced some big games along the way. Samuel was 42nd overall in fantasy receiver scoring. He had seven games with double-digit fantasy points, including four games with 18-plus points. Samuel has 50-plus receptions four of five seasons. He signed with the Bills offseason and should serve a big role in their explosive passing game. Samuel has top speed and moves in space. He is extremely tough to bring down when in space. He does lack some strength, though, and will drop a few more passes than you would like. And injuries are a concern for him, having some injury issues throughout his career.
FANTASY OUTLOOK: Samuel sees a big boost to his fantasy value with a move to Buffalo. He will get his weekly touches and post consistent numbers. He will a few big games along the way. He can help as a No. 3 fantasy receiver. Look for around 1,000 total yard and six or so touchdowns.

That leaves Samuel along with Khalil Shakir and tight end Dalton Kincaid as the likely top options in the passing game. Shakir's ok, but he registered over four targets in just three of 17 games last season. Yes, it was with Diggs and Davis, but Samuel has played alongside some high-level talent and he's had four 90+ target seasons in his seven-year career. He's most likely to be WR1 of this group. According to Harmon, Samuel is a "position versatile WR who can win in multiple roles and separate." He even went as far as to call him a "perfect fit" for the Bills' offense. Between Diggs and Davis, there are 242 targets up for grabs in Buffalo. If Samuel commands even just an 18% target share, he'd see around 110 targets for the Bills in 2024 based on historical passing rates. There's definitely a pathway for him to be a viable WR3 this season.

Fantasy Spin: Samuel's return is the much more important one for fantasy purposes, although it is difficult to get overly excited about any receiver trying to return this quickly from turf toe. Fantasy managers are advised to keep him on the bench in most leagues and see how well he can push off his foot before considering him a starting option in Week 2. Turf toe tends to linger and get worse as the season progresses if it is not allowed to fully heal, which makes Samuel something of a risky bet moving forward.

Buffalo Bills wide receiver Curtis Samuel made his team debut in Saturday afternoon's preseason loss to the visiting Chicago Bears in Orchard Park, grabbing both of his two passes for 23 yards in the defeat. To jump-start Buffalo's 18-play scoring drive in the first half, quarterback Josh Allen connected with Samuel for 15 yards on a screen pass to the right. Although Samuel registered a measly 9.9 yards per reception over 62 catches with the Washington Commanders a year ago, he's set to operate as one of the Bills' regulars in three-receiver sets along with rookie second-rounder Keon Coleman and Khalil Shakir in 2024. The 28-year-old veteran wideout is going to need an uptick in volume if he wants to work his way onto the weekly WR4/flex radar this fall, considering it's rather unlikely he'll make a significant number of splashy plays, but Samuel should also get some work on the ground to furnish a high floor in fantasy.

It sounds like Samuel is impressing at practice, which bodes well for his standing in Buffalo's wide open receiving corps following the departures of top targets Stefon Diggs and Gabe Davis this offseason. The 27-year-old veteran is set to be one of quarterback Josh Allen's preferred options in three-receiver sets alongside rookie Keon Coleman and Khalil Shakir in 2024, but he could also see some work on the ground as well, with 121 rushing attempts for his career. His ceiling may be limited by a role with a low average depth of target, but Samuel is looking like a high-floor WR3/4 option in the double-digit rounds of fantasy drafts.

Buffalo Bills wide receiver Curtis Samuel is set to play with the best quarterback of his career in 2024, and his best season of production came under current Bills offensive coordinator Joe Brady with the Carolina Panthers in 2020. Samuel racked up 1,051 yards and seven touchdowns on 118 touches during his one season with Brady. According to Jacob Robinson of the Athletic, Samuel could be more involved in the offense than many expect. "Still just 27 years old, the explosive Samuel is now in one of the league's best offenses (with over 260 targets available)," Robinson wrote. "It's the best opportunity of his career, yet he's being drafted as the 40th wide receiver or later." Robinson noted that Khalil Shakir is the only wide receiver on the roster to catch a pass from Josh Allen in a game, so Samuel will have the opportunity to become at least Allen's No. 2 target in the passing game. Samuel, who has 121 career rushing attempts, could also see extra fantasy production on the ground.

Dynasty Analysis: The Bills look like they're going to attack the post-Stefon Diggs era with a "WR by committee" approach that could feature the likes of Khalil Shakir, Keon Coleman, Curtis Samuel, Chase Claypool and now MVS. While Coleman remains the only blue chip player on that list, someone else is likely to emerge. Valdes-Scantling is likely no more than a roster clogger-level player moving forward but this development is enough to keep him on the dynasty radar.

It's no secret that the Buffalo Bills need to add some wide receivers in this year's NFL draft after trading Stefon Diggs to the Houston Texans and losing Gabe Davis in free agency this offseason. At No. 28 overall in the first round of Thursday night's draft, the Bills would seem to be set to take a pass-catcher. However, NFL Network's Tom Pelissero thinks the draft class' depth at the receiver position could lead the Bills to wait perhaps until the second round to take a receiver, potentially adding a defensive player in the first round instead. As Buffalo's depth chart stands right now, their top three receivers are Khalil Shakir, Justin Shorter and veteran Curtis Samuel. Even if the team adds a few wideouts in this year's draft, tight end Dalton Kincaid could be Buffalo's leading receiver in 2024.
