RULES AND REGULATIONS
DRAFTING:
1. The initial season will begin with a draft to be held one day before the regular season opener. Every season from here on, the draft will be held on the Saturday before the opening day or as agreed by the league to accommodate all owner’s schedules. Each franchise will draft 20 roster spots, including quarterbacks, running backs, wide receivers, tight ends, kickers and defense/special teams. Each franchise will determine how many of each position they will carry with a minimum of 1 at each spot.
2. The initial draft order will be determined the day of the draft by drawing cards (ace through queen). The person who draws the ace will have choice of his draft position and the person getting the queen will take whatever slot is left.
3. In the initial draft odd numbered rounds will go in ascending order even numbered rounds going in descending order. Thus, the person who picks last in the first round will have first pick in the second round.
4. Each subsequent season following the initial season, the draft order will be determined by place of finish in the previous season. The team with worst record will pick at the beginning of each round with the champion picking last in each round.
5. Draft picks may be traded among franchises but no more than two years in advance.
6. Three weeks before the regular season opener each franchise will hand in a protection list to the commissioner that includes 7 roster spots. There is no rule governing who owners may or may not protect. All players (and rookies) not on a protected list will be considered a free agent and eligible for the draft. This rule applies after the initial season.
LINE-UPS:
1. Before the first game of each NFL week owners will be responsible for turning in a line up of 9 roster spots consisting of: 1 quarterback, 2 running backs, 3 wide receivers, 1 tight end, 1 kicker and 1 defense/special team.
2. All line-ups must be turned in by KICK-OFF the earliest game of that week when all games are played on Sunday and Monday. When NFL games are played prior to Sunday only players playing in those games must be turned in by kickoff of that game. All other players may be turned in prior to the kick off on Sunday.
3. Failure to turn in a lineup will result in the previous week’s line up being used. If you fail to turn in a line up the first weeks players at each position will be chosen alphabetically by last name.
SCORING:
QB: Passing touchdown: 0-9 yds 6 pts, 10-39 yds 9 pts, 40-99 yds 12 pts
Rushing touchdown: double points
Receiving touchdown: double points
Yards passing: 3 pts at 250 yds, 1 pt every ten yds after
Yards rushing: 3 pts at 50 yds, 1 pt every ten yds after
Yards receiving: 3 pts at 50 yds; 1 pt every ten yds after
RB: Rushing touchdown: 0-9 yds 6 pts, 10-39 yds 9 pts, 40-99 yds 12 pts

K: 0-39 yds 3 pts; 40-49 yds 5 pts; 50-99 yds 8 pts
D/ST: Returns for touchdown interceptions; fumble recoveries, blocked kicks, kick-off and punt:
0-9 yds 6 pts; 10-39 yds 9 pts; 40-99 yds 12 pts
Safety: 5 pts
TRADES:
1. Trades can be made any time during the season up until the end of the tenth week. THE END OF THE TENTH WEEK WILL BE MIDNIGHT AFTER THE END OF THE FINAL GAME FOR WEEK 10. At this time, trading will cease to keep teams from unloading players to playoff contenders.
2. At the conclusion of the playoffs all trading may resume.
WAIVER MOVES:
1. Waiver moves will be handled first via waiver wire then will open to first come first serve.
2. Waiver wire moves will be entered for the week up to 9:00 p.m. on Tuesday for that week. The waiver wire will close and be completed at that time.
3. Waiver moves will open up to first come first serve at 9:01 p.m. on Tuesday of that week. will The waiver wire may be used through the duration of the season including the playoffs to increase or maintain the numbers of roster spots at 20. Waiver moves will be handled on a first come first serve basis. The commissioner must call another owner for every waiver move he makes or record via website message board showing date and time of move.
4. Owners are permitted to enter and complete waiver moves individually. Should there be any difficulty in entering or completing a move, enter the move on the message board to time stamp it and the move will be completed at a leter time by a commissioner.
5. Owners may at any time during the first come first serve period call or talk to the commissioner and make a move. The commissioner will record the time of the move and make the move as soon as possible.
5. In the event there is a conflict between a website move and another form of move (i.e. phone call, etc.) the commissioner shall review the situation and make a final determination.
INJURED RESERVE:
1. In the event a player on your roster is injured, he may be placed on the injured reserve list. This can only be done if the said player is listed as out on the weekly injured list. Once placed on the injured list that player must remain there for at least three weeks. This player can be replaced on your roster by an unprotected player for the duration of his injury. Once the injured player returns to your roster the replacement must be dropped. If you choose to keep the replacement it will be considered a waiver move and will be handled as such. If a roster player is out for the season he may be replaced by an unprotected player for the remainder of the season free of charge and still retain rights to the injured player.
2. The waiver wire is frozen in the off season and immediately re-opens upon completion of the next year’s draft.
IN THE EVENT:
1. An offensive player recovers or returns a fumble for a touchdown points will be awarded as follow 0-9 yds, 6 pts, 10-39 yds 9 pts; 40-99 yds 12 pts.
2. An offensive player scores a touchdown during a special team play the defense/special team gets the points not the individual.
3. There is a tie at the end of a game the tie breaking procedure is as follows:
QB with the most points
RB with the most points
WR with the most points
TE with the most points
K with the most points
Flip a coin
4. There is a tie for waiver wire, playoff and/or draft position the tie breaker is as follows:

Divisional record (if same division)

5. Something outrageous happens and there is no governing rule, the commissioner will hear all parties’ pleas and make a ruling that everybody can live with. Please, no belly-aching or whining.
ENTRY FEES AND OTHER MONEY ISSUES:
1. Entry fees for each franchise will be $75.00.
2. Fees for trades and waiver moves are $1.00, $0.50 PER TEAM in a trade or $1.00 for a waiver move.
3. If you make a trade in which you give more players than you get you may fill your roster to 20 spots for no additional fee.
4. If you make a trade in which you exceed 20 roster spots you must drop enough positions to reduce your roster to 20 roster spots.
5. Use of the injured reserve is free AS LONG AS UPON REMOVING A PLAYER FROM INJURED RESERVE HIS ORIGINAL REPLACEMENT IS RELEASED. IF A DIFFERENT PLAYER IS RELEASED THEN THIS TRANSACTION SHALL BE CONSIDERED A WAIVER MOVE AND A $1.00 WAIVER FEE SHALL BE ASSESSED.
6. Entry fees and trade/waiver fees from the previous season will be collected on FOLLOWING draft day every year.
7. All fees collected, including waiver wire, trades and entry fees, will first be used to pay for the league website, postage, printer ribbon, paper and other materials used in the maintenance of the league. All remaining fee money will be paid out at the end of the season in prize money.
8. Prize money amounts shall be established and approved by majority vote on draft day.
