This will be the league guideline for every General Manager (GM) and for the acting Commissioner to adhere to. The league will follow the steps provided and this will be the due process for all GMs.
If a GM feels that another GM or GMs have violated the following three infractions, it will be the responsibility of the GM to establish the facts and present a solid case.
1. COLLUSION.
A secret agreement or cooperation especially for an illegal or deceitful purpose.
2. CONNIVING/SCHEMING
Given to or involved in making secret and underhanded plans.
3. TANKING
To purposefully do poorly or decline rapidly; fail.
If a GM feels that another GM or GMs are guilty of the three infractions, that GM must provide evidence or a strong argument with the facts. The GM will post on the message board in this fashion:
I am accusing GM (& GM) of "infraction". These are the following reasons why:
IMPORTANT. Once the accuser goes public on the message board, the accused have 48 hours to provide a rebuttal. NO OTHER GM BESIDE THE ACCUSED can post on the message board. One the accused has posted a rebuttal, then the message board will be open for discussion. Please refrain from offensive language and threatening comments. Please review both sides of argument and think of the league as a whole and the long term ramifications of your vote. You can "2nd" the accuser's statement if you so desire.
A poll question will be posted. EVERY GM will be required to vote on whether the claim is valid. If the accuser wins, then the Commissioner will provide a list of penalties which will include the following: expulsion, loss of draft pick(s), warbuck fines, or combination of both. If the accused wins by majority, then we will decide via poll question if the accusations by the accuser were frivolous or sound. If the general consensus is that it was a frivolous claim, then the accuser could face possible penalties as listed above. Commissioner will determine the penalty.
If the Commissioner is the accuser or the accused, then the acting Commissioner will give Commish responsibilities to GM Sedillo. GM Jordan Mearns will also be considered if GM Sedillo is unable to.
A MOTION OF NO CONFIDENCE FOR THE COMMISSIONER
Any GM can have this motion. It is a statement or vote which states that the acting commissioner is no longer deemed fit to hold that position. The GM who makes this motion will need to provide the facts and a poll question will then ensue. If by majority vote the league is in agreement, another poll question will be posted on who will become the new league commissioner. The acting commissioner will be given a chance for rebuttal.
This guideline has been put in place as a due process if there are any accusations made of the 3 listed infractions or a no confidence of the Commissioner. This guideline was put in place to prevent a "witch hunt" aspect and gives the accused a chance to answer the accuser's claim.
