I. General Information
FRANCHISES The Third and Long Fantasy Football League (referred to as The League) is composed of 12 franchise owners. Franchises will be awarded based on the receipt of the franchise agreement and cash deposit. Franchise Fee is $265 per team (League Fee $250 plus League Expenses $15). Each Franchise may have up to two owners, however each team will receive one vote only concerning any league matters.
The Franchise fees are payable as follows:
1. All league fees are to be paid no later than draft night, no exceptions. Payments are accepted anytime prior also. Franchises will be awarded on a first come first serve basis.
II. LEAGUE MANAGEMENT AND OFFICERS
COMMISSIONER The responsibility of the commissioner is to preside over all meetings, conduct all meetings and all drafts, advise the various committees and handle all league correspondence between the owners and the league. The commissioner holds the tie-breaking vote on any decisions, which require a vote; all votes require a majority approval in order to pass. The commissioner also holds the best interest of the League above all else. The decision of the commissioner is final. The commissioner is also responsible for recording of all scores and player stats. He will also be in charge of issuing all reports and keeping all league standings.
TREASURER The treasurer is the custodian of all league moneys and is responsible for payment of any expenses, awarding of prize money and issuance of all financial summaries.
III. PLAYER DRAFT AND TEAM ROSTERS PLAYER DRAFT
Prior to the start of the NFL season the league will conduct a player draft for all Franchise Owners. Each owner will draft a total of 15 offensive players and 2 defensive/special teams.
The offensive players to be drafted are as follows:
Two (2) Quarterbacks
Four (4) Running Backs
Four (4) Wide Receivers
One (1) Place-kickers
Two (2) Tight Ends
One (1) Defensive and Special Teams
Three (3) Flex Player - Flex Player is defined below
Players must be drafted based on the position listed on the RT Sports site. Each team must select a NFL team for purposes of scoring defensive and special team points. The same team will be used for both defense and the special teams. Each team must select a NFL team for purposes of scoring defensive and special team points. One flex player will be selected by each Franchise Owner. A flex player can consist of a running back, wide receiver or tight end.
Prior to or upon arrival at the draft all Franchise Owners will draw for the draft order. This will be done on a blind draw basis. The draft order will be 1 to 12 in the first round and 12 to 1 in the second round. The order will continue on an alternating basis until all teams have filled their respective rosters. Each owner will have two minutes to make his selection. If you fail to pick in the allotted time you will be passed over until the completion of the draft.
The league consists of three divisions (East, West and Central), the divisions are set based on draft position.
Division assignment is as follows:

IV. STARTING LINEUPS
Each Franchise will submit a starting lineup each week prior to the kickoff of the first game of the NFL week. The cutoff time for starting lineups will be announced at the draft. (Current cutoff is noon on Sunday. If games for the week are played prior to Sunday, you must have your player in the lineup prior to the game he is starting in.)
A starting lineup must consist of the following players:
One (1) Quarterback
Two (2) Running Backs
Two (2) Wide Receivers
One (1) Tight End
One (1) Place Kicker
One (1) Defensive/Special Team
One (1) Flex Player (an additional running back, wide receiver or tight end)
The Franchise Owner is the only person who can change a starting lineup. If you fail to make your changes the starting lineup from the previous week will carryover to the new week.
All Franchise Owners are required to keep a full and active 17-player roster (15 Payers and 2 Defensive and Special Teams) at all times. The league office will not accept a starting lineup from any Franchise Owner who is not in roster compliance. Failure to comply with the roster and starting lineup guidelines will result in an automatic loss for that Franchise.
V. SCORING
The League scoring is based on actual plays and performances made by NFL players each week during the NFL season. Only players listed as starters for each Franchise receive points for that Franchise.

VI. LEAGUE PLAY AND PLAYOFFS
Each team will play 14 regular season games. A schedule for the entire season will be issued upon completion of the league setup. The first 14 weeks of the NFL season will be used for scoring the regular season. Standings will be determined by the head to head score from each game.
PLAYOFFS: The top two teams in each division will advance to the playoffs along with the two remaining teams with the best records regardless of division. The teams will be seeded according to record with the above-mentioned tiebreakers being used to determine standings. The two wild card teams will be seeded 7th and 8th. The highest Seed will always play the lowest seed thought out the PLAYOFFS. First Round #1 Vs #8 #2 Vs #7 #3 Vs #6 #4 Vs #5 The highest remaining seed in each round will play the lowest seed. Weeks 15 thru 17 will be used for the playoffs.
In the event of ties in the standings the following tiebreakers will be used.
1. Head to Head Competition
2. Point Differential Head to Head
3. Most Points scored regular season
4. 3 Way ties are h2h , then most points scored regular season
PRIZE MONEY Prize money will be awarded as follows:
First place 50% of cash pool
Second place 25% of cash pool
Third place 15% of cash pool
Fourth place 10% of cash pool
VII. TRADES AND WAIVER TRANSACTIONS TRADES
TRADES Franchise Owners may trade or transfer players from one franchise to another. Trades may be made any time and must be finalized and approved prior to the starting lineup deadline. All trades must be reported to the commissioner's office. Trades may take place at any time, however there will be no trades allowed during the final four weeks of the regular season and the playoffs. All trade transactions will cost $0. All trades will be reviewed by the commissioner's office in the best interest of The League. THE LEAGUE WILL NOT ALLOW PLAYER DUMPING AT ANY TIME.
WAIVER TRANSACTIONS A Franchise Owner may also waive a player on his roster and add a non-roster player from the available player list throughout the season. Players may be obtained by going online and contacting the office of the commissioner and requesting the player. Waiver moves can be made anytime from 9:00am CST and 11:00pm CST on Tuesday. Overnight, the software will process all waiver requests. Waiver requests are filled starting with the last place team and ending with the first place team. Starting Wednesday morning waivers will be processed on a first come first served basis until 11:00pm CST on Friday. During the course of the season all franchises are required to be in compliance with the roster requirements, so if you pickup a player you must waive one also. The cost for acquiring a player is $0. The new player cannot be entered into the starting lineup until all fees are paid and the transaction has been approved by the commissioner's office.
