RULES CURRENTLY BEING "TWEAKED" FOR 2023 SEASON
N.Y. FANTASY FOOTBALL LEAGUE RULES & REGULATIONS
1, LEAGUE STRUCTURE- 48 TEAMS 4 CONFERENCES 12 TEAMS 2 DIVISIONS PER CONFERENCE
1A. Invitation League The PFFL. is an Invitation Only League - there is no guarantee that a team will be invited back from year to year.
1B- Cell Phone Access. go to RTSports.com on your browser, a pop up will ask if you want to add website to your phone.
2. FEES: Annual Fees are set by the Commissioner and are due by the date specified by League. Failure to pay or make arrangements to pay Team may not be allowed to conduct Transactions(pickup free agents/trade) and will not be eligible to win $50 Weekly High Game Bonus until League Fees are paid..Teams not paid or arrangements made by date determined by League may have League access turned off and dropped from League All Free Agent//trade Fees are due by the end of the Regular PFFL Season. Failure to pay fees may incur penalties up to dismissal from league; not invited for following season,Not allowed to enter teams in Playoff Challenge. Outstanding Free Agent/Trade Fees will be deducted from teams regular season winnings..Teams not responding to emails,texts re; continued participation in League by determined date will be dropped and replaced.All monies taken in ie; League Fees, Free Agent/Fines etc will be paid out back to the league members and no percentage or $$ will be kept by League for running League.
3. DRAFT
Draft date, time, place, method will be set by the League Commissioner. Teams will have a roster of 15 players . If a team is not present at the start of the draft,*If an online draft* the League Commissioner (or representative) will place the team on Instant Auto-Draft and allow the website to draft players.
There are No Mandatory Roster positions other than a complete starting lineup. 2021 There is a IR/Covid position **may be reviewed on a yearly basis**– Teams will be allowed to expand their roster to 17 players (if desired) after the draft . $5.00 fee for pickups applies. Maximum Roster Positions: 6 QB-10 RB-10 WR-8 TE- 8 K - 8 DT
4. STARTING LINEUP
Starting Lineup will consist of 9 players 1 QB, 2 RB, 2 WR,1 FLEX (RB-WR-TE) 1 TE, 1 Team K, 1 Defense. In the event of Thursday or Saturday games, only players playing in those games must be in starting lineups prior to game time. All other players must be in lineup prior to start of 1st game on Satureday,Sunday or Monday night. Owners with computer problems may contact commissioners with starting lineups or free agent requests, and lineups will be entered ASAP . Commissioners may enter that teams lineup after deadline if situation warrants or after NFL Games start if lineups are received prior to start of games
5.SEASON **Depending of number of teams in League
** 2021 Season will consist of 18 games to be played in Weeks 1-12 of NFL Season. Double week games will be determined by the League Commissioner .P.F.F.L. Playoffs will consist of NFL weeks 13-17. If Mirror Bowl occurs Final will be in Week 18
6. ILLEGAL LINEUPS:
Teams have to submit an active starting lineup during Regular Season $10.00 fine per 1st Week violation per position. 2nd Week Violation $10.00 per position and $5.00 increase for 2nd violation-- for each subsequent Week violation. If multiple violations during week $5.00 fine per violation.If a team does not submit active starting lineup, Fines will be assessed for (1) a vacant position (2) Player on a Bye Week (3) Player on NFL Injured Reserve /PUP List **Unless placed on IR/PUP during week(4) a player who has been declared "Out" for second consecutive week. Fines will not be assessed for a player in lineup who has been declared "Inactive" on game day. This rule will not apply during the Playoffs. Reason for rule: it is an attempt to have competitive lineups during lead up to Playoffs to ensure an even playing field for competing teams. Lineups will be reviewed after all weekly games are completed. If a team has several lineup violations during regular season it will be an indication of owner not fully participating and owner may not be invited back for next season.
7. FREE AGENTS-WAIVER WIRE-TRADES**
Teams will have Up to 10 Free Agents and Trades during week. Trading deadline will be Monday 11:59PM Week #10. No trades will be allowed after that date. It is up to the Commissioners discretion if Free Agents can be picked up during Week 1 and teams will be notified prior to season if Week 1 pickups are allowed.
There will be a Waiver Wire Free Agent acquisition period from Tuesday AM until Thursday 10am. Players will be awarded shortly after. From 2pm Thursday until 1 pm Monday there will be an Unrestricted Free Agent Pickup (first come) Add/Drop. All requests have to be made thru the website. Waiver Wire for Waiver pickups(Tues-Thurs) Add/Drop for Unrestricted. All FA pickups will be decided by web site based on record and points scored.Regular season Waiver Wire is based on #1 Record and #2 Points Scored. There is no other criteria.
All Trades must be approved by League Commissioner and both owners must agree to trade prior to 1PM SUNDAY to have players available for Sunday games. If a late trade comes in and we are available to review and ok trade it will be accepted and players eligible for Sunday play, however cannot guarantee a late trade will be reviewed after 8AM. If trade is not agreed to by both owners- it will carry over until either owner cancels trade request.- Either owner can rescind or reject a trade offer before it is approved by the League,regardless if it has been accepted or not .* A dropped player cannot be picked up until the next Waiver Wire period. A team cannot pick up and then drop a player in the same week. Reason being: a dropped player becomes a restricted free agent and cannot be picked up by any team until next waiver wire period. Any team violating rule will be assessed a $10.00 fine and that player will be made available to any team who wants to pick him up during that week. OCT 1 2014 as of this date if an illegal drop is discovered by the League prior to players game- the player who was picked up with the illegal drop will be removed from team roster and the illegally dropped player will be returned to roster. The illegally picked up player will then be made available to teams. Above fines will remain. A player cannot be dropped after his game has been played and replaced with another player. You can pick maximum of one player whose team has played during week- you must notify Commissioner via text of player requested and player to be dropped. You can utilize this option only once during regular season and not during playoff season.you cannot pick up player on Restricted List a
TRADE DECLARATION: All trades will be approved with the exception of (1) obvious collusion between two teams (2) a trade that is totally one sided and of no value to one team. The League will not attempt to micro-manage owners teams and as long as both owners are attempting to improve their teams trade will be approved. **If a "Keeper League" Trades involving players who are declared out for season/suspended/will be evaluated as to having value to both teams.
FREE AGENTS - REGULAR SEASON Free Agents Waiver Wire will be awarded Worst to First-
FREE AGENTS-PLAYOFFS/TOILET/MIRROR - Playoff Teams will be awarded 1st- Mirror Bow Teams awarded 2nd-Toilet Bowl Teams awarded 3rd. Playoff Teams will be based on Seeding determined by League.Waiver Wire Season Ending Seed up until InterConference Games. InterConference Games & SuperBowl Record-Reg Season Pts. Toilet Bowl Free Agent Waiver Wire will be based on season ending Power Ranking throughout the Toilet Bowl. Teams who receive a BYE will be considered to have a "Win' in relation to determining their Playoff Waiver Wire positions. Those teams who play exhibition games will not have game considered against their won-lost record.
** 2023 A team cannot drop a player and pick up another player if that players game has played regardless if that player was in lineup or not. A player whos game has played is locked and cannot be dropped until the next Waiver Wire..
7A. FREE AGENT BALANCE -Teams not paying their FA/Trade fees by date designated by the Commissioner may not be invited back for the following season,may not be allowed to participate in Playoff Challenge and may have their League access turned off.
8. PLAYOFFS
Playoff Teams will be 2 Division Winners and 4 Wild Card Teams. Division winner will be team with the best record. Wild Card Teams will be teams with next 4 best records regardless of Division with tiebreakers as below. Division Winners will receive a "BYE" in first week of playoffs. st Round of Playoffs will be called “Wild Card “games. 2nd Round will be called “Division Championship 3rd Round will be “Conference Championship”,4th Round will be "Inter League Championships" 5th Round will be Super Bowl/Toilet Bowl, Week 18 will be only Mirror Bowl Championship. **2017 If Free Agent funds are available there will be a Third Place Game during 5th Playoff Round . Toilet Bowl- 2 top Power Ranked Teams in each conference will receive a BYE in 1st Round.
**2014 Seeding for Playoffs will remain the same with the exception of Week 16-Round34(Inter League Games). The 4 Conference Champions& Toilet Bowl teams will be seeded according to 1- Total Season Record-2 Points Scored.. #1 Seed will play #4 -#2 Seed will play #3. Previously we had a rotating schedule of North-South, East-West etc.
TIEBREAKERS FOR PLAYOFF SPOTS ** If there are two or more teams tied with the same record the following tie breakers will be applied.
FOR DIVISION WINNERS & WILD CARD TIEBREAKERS
DIVISION WINNER: 1-DIVISION RECORD- 2- CONFERENCE RECORD 3 HEAD TO HEAD GAMES 4-POINTS SCORED H2H 5- TOTAL POINTS SCORED(Reg Season )6 -TOTAL POINTS AGAINST (Reg Season) IF tie game occurs during playoffs- tiebreaker(s) will be: 1- Pts scored by Kicker 2-by Defense 3-by Tight End 4-by Wide Receivers 5- by Running Backs 6- by Quarterback
WILD CARD: If 2 teams are tied Tiebreakers will be same as Division Winner: If 3 or more Teams Tied: Tiebreakers will be 1- Conference Record 2- Total Pts Scored Season 3- Least Pts Against Season. H2H will not be used as possibility exists that teams will not play even amount of H2H games.
9. TOTAL POINTS Scored: As of 2015 will be reflected on website
9a. WEEKLY HIGH SCORE: Weekly High Scores will be official at the conclusion of Monday Night Game. NFL & RTSports may adjust scoring on Thursday, however this will not affect the High Score Winners regardless. If the scoring adjustment causes a team to win where it originally had lost - the teams involved will have their records adjusted.Scoring adjustment will not affect previously set weeks Waiver Wire. Weekly High Score will apply only during the Regular Season.
10. TOILET BOWL *Change 2016 Season
Teams playing in “Toilet Bowl” will be teams who have not made the playoffs. The “Toilet Bowl” will be a single elimination playoff. In the event of a tie, both teams will advance .In event of tie game during Toilet Bowl championship, teams will split $$ .Teams playing in “Toilet Bowl” games will be allowed to pick up free agents after Playoff Teams. Toilet Bowl teams will be seeded according to RT Sports Power Rankings 1-6, 2-5, 3-4 refer Top Menu>League>Power Rankings. Games will be seeded #1-Record #2-Points Scored. Toilet Bowl teams will be able to pick up players after (1) Playoff Teams (2) After Mirror Bowl Teams. **2020 -2 Top Rated (Power Ranking) teams in each conference will receive a "Bye" during 1st week of Toilet Bowl Playoffs.
10A. MIRROR BOWL- will consist of Playoff Teams who lose the first playoff games. . In past Toilet Bowl winner has received more $$ than losing playoff teams. This is attempt to even out $$ for actual playoff teams. Mirror Bowl Teams can pick up Free Agents after active Playoff Teams have their FA Requests granted. Mirror Bowl becomes a single elimination ( teams who lose are eliminated. NFL Picks Contest- if League uses- will run from Week #1 thru our Super Bowl or Final Week of NFL Regular Season, whichever is longer..Winner will be determined by Winning Percentage.
11. RULE CHANGES
Any team owner may request a change in the existing or new rules. The Commissioner(s) will decide if change or new rule is to be put to a vote. If the Commissioner(s) decide not to put a requested change or new rule to a vote, the team owner may obtain 9 additional owners to petition the league for a change on the rule or new rule. Upon receiving 10 total requests to vote on rule- a vote will be held.
In order to pass a rule change 50% +1 of teams( currently 25 Teams) must vote in favor for rule change. 50% +1 of Teams must vote for change-not a majority of teams voting. League Commissioners may be allowed to make rules changes for the betterment of the league.
12. DISPUTES
A dispute between owners may be submitted to the League Commissioner. If the resolution of the dispute affects the Commissioners team in any way the dispute will be submitted to a panel of 3 teams to resolve. An impartial member of the league may be requested to assist in any dispute
13.ADDITIONAL
Anything not covered in PFFL Rules will be decided using “common sense” as determined by the Commissioner(s). Official scoring may at times be adjusted by the official NFL Scoring. PFFL games will not be considered "Official Games" until the final NFL Scoring adjustments occur on Thursdays. If a scoring changes affects the outcome of a game, that game outcome may be changed. Late Scoring changes will not affect the Weekly High Game Score (Those scores will be official on Tuesday AM).
***Should teams drop out or teams dropped from league and spots are unable to be filled- the League reserves the right to readjust teams to create an even balance in each Conference. If teams have to be moved into a new conference-all attempts to have team retain their keeper will be made-if a team loses his keeper due to re-alignment, that team(s) will select a free agent player prior to the draft. In the event League is restructured and "Keepers" prove to difficult to manage- the Commissioner has the discretion to drop the "Keeper" provision and return to a No Keeper League.
14. UNDROPABLE PLAYERS & TRADES
In order to avoid the appearance of collusion, each year there will be players classified as ‘Undroppable” These players cannot be dropped by the team without the consent of the league commissioner. These players will change from year to year, but will be players who are considered to be “Prime” or "Franchise" players. A common sense approach will be utilized to determine these players. An owner may drop a "Franchise Player" if that player is placed on the NFL Injured Reserve or PUP list.
Any trade that is deemed to be overly one sided or of no value to one team may be denied by the Commissioner(s). Trades for future draft picks are not allowed. Teams are not allowed to trade for one draft position. Teams however may trade for entire draft positions with the approval of the Commissioner. A $5.00 trade fee will be imposed.
14A INJURED RESERVE/COVID SLOT
2021 - In order to place a player on your Injured Reserve/Covid slot- player must be on the NFL IR/Covid list. Once that player is removed from the NFL IR/Covid list he must be either dropped or returned to your active roster. Teams having difficulty adding/removing players from list can contact Commissioner for assistance. A $5.00 FA fee will be charged for returning a IR/Covid player to active roster....
15. BEST INTEREST OF THE LEAGUE & Miscellaneous
Any owner acting in a manner which is deemed to be “not in the best interest of the league” may be sanctioned in various ways up to and including being removed from the league.
If for any reason a playoff team (A) cannot continue in the playoffs, that team will be replaced by the team that played team (A) in last game playoff game
Anyone caught tampering with another team is subject to an automatic loss that week regardless of what week it is , regular season, playoffs, etc**(2007.
Commissioners reserve right to adjust payouts of Free Agent Fees to supplement any payout category as deemed appropriate- but not below the original budget amount.
There is no restriction against an owner having more than one team in the League- Obviously an owner cannot have 2 teams in the same Conference.
There will be no agreements between teams to split winnings of any playoff game. ie' 2 teams agree to split total winnings in Super Bowl. Teams violating or attempting to violate this rule will be subject to expulsion from the League

If you plan on missing any part of the draft or leaving early, etc
you should rank the players to set up the Auto-Picks. If you leave
without ranking players web site will assign players according to their
rankings.
In Auto Draft Queue- Click on Blue Cross >Edit my Rankings
You can move players up or down in . Click on Blue Cross to move player in Queue to Draft Window and click Draft.. You can also Set up the Auto Draft Queue to use the sites rankings.
Once you’ve finished click out of window (x)
In A.D. Queue “click Import my Rankings”
You can view Top 300 players, or view by position.
I would advised clicking on Hide Drafted so that only
available players will be listed.

There is a chat room-all players should sign in to insure prompt start to draft.
There will be a time limit on each pick to be determined by League Commissioner. Anyone
not completing their pick in time, that pick will not be made until the
completion of the next successful pick. Ie: the next team will make their
pick and it go back to missed pick.
There will be a 14 round draft(+1 keeper) 2021** There will be a 15 round draft.
After the Draft Teams may increase their roster to 17 players $5.00 Free Agent Fee will apply.**If Team has not paid their League Fee they will be restricted from picking up Free Agents until Fee is paid. After Draft has ended use "Waiver Wire" to request Free Agents-Selections will be awarded according to Reverse Draft Order this ends Thursday 10am...After 2 pm Thursday until 6pm Monday Free Agents will be Unrestricted (First Come). After Week 1 process will revert to standard Free Agent guidelines ( worst record/least points scored gets 1st choice and so )
There are roster and draft position limits, 6QB-10RB-10WR-8TE-8K-8DT .
There is no Injured Reserve. Its up to you to keep or drop an injured player.
**Once the keepers are declared, the rosters will be cleared and all players who
are available will be listed. * 2021 there are no longer "Keepers"

PLAYOFF CHALLENGE 2015
Starting in 2015 the Playoff Challenge will be run on RT sports website. Pick a team 0f 10 Players-2QB, 2RB, 2WR,1 FLEX, 1TE, 1K, 1 Defense. No more than 2 positions from each NFL team. An email will be sent to all owners to join the Playoff Challenge. You must click on the link and put in your PFFL login and password. Once your team is online you may at your leisure set your team.
To set your team: go to Add/Drop. Once you have your roster you must set your lineup as in regular PFFL play. You may change your rosters up to the start of 1st NFL playoff game.
If you want to purchase extra teams for $10 each, you must send me an email stating number of teams and team names. You will then receive a invitation for each team. You then proceed as above.You will have extra teams deducted from any PFFL season winnings.
